Evaluation of the Regional Business Link Programme

THE EVALUATION OF EEDA’s COMMISIONING AND EEIDB’S DELIVERY OF THE REGIONAL BUSINESS LINK PROGRAMME IS NOW AVAILIBLE ON-LINE

 

In publishing this evaluation we hope that those people around the Region, and beyond, who are charged with commissioning Business Support Services, will consider the process undertaken by EEDA in 2010, when designing future support programmes.
It has been EEDA’s practice to undertake evaluations of all major programmes, as a means of capturing lessons learnt. Such evaluations have been used to inform future commissioning of similar services and initiatives.
The current Business Link contract was commissioned by EEDA in 2010, taking into account a wide range of views from businesses, politicians and other stakeholders. 
This evaluation considers the commissioning process and how the services, delivered under the resulting contract, met the aspirations of those involved in the process.
This evaluation clearly demonstrates the time and effort that EEDA Board, Directors and Officers spent engaging with stakeholders across the Region, and in Government, to ensure that the service commissioned by EEDA, was fit for purpose and appropriate for the needs of both business owners and budding entrepreneurs. 
Following the announcement by BIS that the Business Link service would close in 2011, a subsequent directive restricted any expenditure on external consultancy.    EEDA Directors were keen to ensure that elements of Best Practice were not lost.    Two members of staff, Hannah Lazarus and Shan Lloyd, having no direct interest in the Business Link contract, were asked to undertake an evaluation, drawing on the considerable amount of knowledge and resource available within EEDA at the time.
